Ontario, British Columbia, PEI, and Manitoba invite candidates in this week’s PNP draw results

In the most current round of the Provincial Nominee Program (PNP), candidates were invited from Ontario, British Columbia, Prince Edward Island, and Manitoba.

Because immigration is a shared duty of the provincial and federal governments, the PNP was created. It gives provincial governments more say over the selection of economic immigrants who settle in the nominated province.

Provincial governments often select qualified individuals who are most likely to fill vacancies in the local labour force and hence integrate readily into the local economy. To put it another way, provinces propose people who are most likely to stay in the province and succeed.

A candidate who has been nominated by a province has a substantially better chance of being granted an Invitation to Apply (ITA) for permanent residency. Furthermore, Express Entry candidates who are nominated gain an additional 600 Comprehensive Ranking System (CRS) points, almost ensuring an ITA in a future draw.

IRCC allocates available PNP nominations to each province based on targets in the most recent Immigration Levels Plan, a yearly plan that specifies the aim for permanent residence admissions for the next three years.

Provinces have recently requested greater autonomy over economic immigration and have indicated a desire for specific agreements with the federal government, similar to Quebec. According to the Canada-Quebec Accord, Quebec has complete control over the selection of economic immigrants. It is Canada's only province with such an arrangement.

While such agreements have not yet been reached, the Forum of Ministers Responsible for Immigration met in March this year and ratified a new initiative from IRCC, a Provincial Immigration Levels Plan, which outlines provincial nomination allocations for the next three years, the majority of which are higher than previously.

This will provide governments a better ability to plan for more newcomers and guarantee appropriate jobs, housing, and other key infrastructure is in place to serve newcomers and make the province an appealing destination.

Provincial Immigration Results July 15-20

Ontario

On July 20, Ontario held two drawings under the Express Entry Human Capital Priorities Stream for candidates in specific occupations.

The province invited 902 individuals for tech vocations and 159 for healthcare professionals in separate draws. All candidates needed a CRS score between 458 and 462.

These provincial results are similar to the recently announced category-based Express Entry invitation selection processes. This summer, 2,000 healthcare professionals and 500 candidates in science, technology, engineering, and mathematics (STEM) have received ITAs through federal Express Entry drawings.

British Columbia

British Columbia had its regular Tuesday PNP draw on July 18.

The province welcomed more than 167 people in four draws this week. All candidates were in the Skilled Workers or International Graduate Streams, as well as Express Entry candidates.

The largest draw sought 112 people with technical jobs. A minimum Skills Immigration Registration System (SIRS) score of 88 was necessary.

The other three draws were also occupation-specific, with a minimum SIRS score of 60 necessary for each. The province extended an invitation to:

  • 39 early childhood educators and assistants
  • 16 healthcare professionals
  • Less than five other priority occupation candidates

Prince Edward Island

PEI invited 106 candidates in the first PEI PNP draw of the month on July 20. The invitations were divided into two groups.

The first was for applicants who applied through the Labour and Express Entry streams. Under the Critical Worker Stream, the government invited 97 people who work for a PEI employer and have a minimum EOI score of 50.

The province additionally invited nine individuals who met the minimum point level of 80 under the Business Work Permit Entrepreneur track.

Manitoba

On July 20th, Manitoba held a PNP draw in the Skilled Worker Overseas stream, awarding 595 Letters of Advice to Apply (the Manitoba PNP (MPNP) equivalent of an ITA) to candidates with a minimum ranking score of 611. 340 of the 595 letters were delivered to candidates who declared a legitimate Express Entry profile, implying that they were invited via enhanced PNP nominations.


Manitoba recently established the Advisory Council on Economic Immigration and Settlement (ACEIS) to discuss the future of its economic immigration and settlement. The group was founded with the goal of streamlining the MPNP, promoting economic immigration and corporate investment, and improving Manitoba's newcomer settlement programs.
